How to merge PDFs for free without uploading them

Open PDF in your browser, drop in your files, put them in order and download one PDF. Nothing is uploaded, with no daily limit and no watermark.

To merge PDFs for free without uploading them, open PDF, drop in your files, put them in the order you want and press Download PDF. The merging happens inside your browser, on your own device, so the files are never sent to a server. There is no daily limit, no watermark and no account.

Why uploading matters

Most free PDF websites upload your file to their servers, merge it there and send it back. For a recipe, that is fine. For a tax return, a lease, a medical letter or a scan of your passport, it means a copy of a private document sits on someone else's server, at least for a while.

The popular sites also limit the free version. Smallpdf was reported at 2 tasks a day on its free version in 2026, with Pro at about $9 to $15 a month. iLovePDF limits tasks and file size on its free tier, with Premium at roughly $5 to $9 a month. Both upload your files. Prices change, so check their sites.

How to merge PDFs with PDF, step by step

  1. Open PDF in any modern browser, on a computer or a phone.
  2. Drop your PDFs on the page, or tap Choose files. You can add JPG and PNG images too, and each image becomes a page.
  3. Put the pages in order. Drag them into place, or use the arrow buttons under each page. On a phone, press and hold a page to drag it.
  4. Tidy up if you like: rotate sideways scans, delete blank pages, or add page numbers at the top or bottom.
  5. Press Download PDF. You get one file with your pages and nothing else.

What you see on screen is what you download.

How to check that nothing is uploaded

You do not have to take our word for it. Open your browser's developer tools, go to the network panel, and merge a file. No file is sent anywhere. PDF does the work with the open source pdf.js and pdf-lib libraries, and its own source code is public too.

There is a practical bonus: a large file opens quickly, because it never travels over the internet.

What is kept when you merge

  • Kept: every page exactly as it was. Text stays sharp and selectable, and links on the page keep working.
  • Not kept: bookmarks and fillable form fields. If a fillable form needs to stay fillable, do not merge it.
  • Locked files: PDF cannot change a password-protected file. Open it in a PDF reader with the password, save or print it as a new PDF, and add that copy.

The only size limit is your device's memory. A laptop handles files of hundreds of megabytes, and a phone somewhat less.

Other free ways to merge without uploading

  • Mac: Preview can combine PDFs. Open one, show the thumbnails in the sidebar, and drag another file's pages in.
  • PDFsam Basic: a free, open source desktop app for Windows, Mac and Linux that merges and splits PDFs.
  • Command line: tools like qpdf merge files in one line, if you are comfortable in a terminal.

These are all good. PDF's advantage is that it works the same way on any device, including phones, with nothing to install.

Splitting, rotating and the rest

The same page does the other everyday jobs:

  • Split a PDF into one file per page, or by ranges such as 1-3 and 4-9, downloaded as separate files or one zip.
  • Extract pages into a new PDF.
  • Images to PDF: turn photos or scans into a PDF on A4, US Letter or at the image's own size.
  • Page numbers: at the bottom or top, centered or in a corner, as "1" or "1 of 12."

What PDF does not do

PDF does page jobs. It does not compress files, edit text, run OCR, convert to or from Word, or fill in forms. To get a PDF signed, use Sign, which is also free. See how to sign a PDF for free. If you need a full PDF editor, Adobe Acrobat does far more, for about $13 to $30 a month as reported.
